The amount of dough a basket can hold also depends on the volume the dough develops during the rise. This can vary by bread type (think whole-wheat rye versus fluffy white bread). The indication is a conservative estimate; often, even more than the stated amount in a basket is not a problem. It's also okay if some dough protrudes above the basket, as long as the basket supports the bulk of the dough.
